Job Description

• Internal
- Reports to Head of HR.
- All divisions in MJQE
- With all stakeholders and HRBP in terms of planning and executing the HR agenda.
• External
- Recruitment Agency, supplier and so on
- University, NGOs and so on involved with the education development program
- Overall management of talent acquisition section to meet the business need
- Work with internal teams and hiring managers to assist with recruitment efforts.
- Develop a recruitment strategy to be conjunction with business plan either short and long term.
- Keeping up-to-date with technologies and the latest Talent Acquisition strategies.
- Identify future talent needs and proactively recruiting and sourcing; develop talent pool or social engagements.
- Manage the recruitment process, including initial assessments, interviews, and offers as well as salary negotiation by working with Com & Ben Section
- Manage talent pipeline through creating the recruitment database to respond to business need
- Develop and manage the Recruitment Tracking Tool to track the recruitment status of each role
- To ensure that job evaluation is in place to address and determine the job grading and salary range. Job evaluation must be done before recruitment happen.
- Develop relationships with third party recruitment agencies and staffing firms and review all terms and conditions for the company’s interests.
- In charge of recruiting and selecting senior management positions
- Lead and ensure the recruitment and selection is in line with recruitment and selection policy/workflow/procedure
- Provide training, coaching and general guidance to the team and hiring managers on interviewing best practices, offer recommendations, negotiating/creating job offers, closing, and administrative functions involved in full-cycle recruiting.
- To ensure the candidate life cycle of the interview are in place in term of document, record and follow the guideline
- To ensure that all leavers are addressed with a proper exit interview and identify the resignation reason for area improvement
- Work with HoDs and HRBP to reinforce and training how to project manpower planning to balance between demand and supply
- Other tasks assigned by the line manager

Job Requirements

- Bachelor degree level in Human Resources Management or similar.
- At least 5 years of experience in TA with the most recent 3 in a lead, manager, or supervisory role.
- Strong command of current TA concepts, practices, and procedures.
- Proven management experience with the ability to engage and to act as teacher and coach to the team, leadership, hiring managers and candidates.
- Agency or Search firm recruiting experience is highly desirable, ideally combined with exposure to an in-house recruiting environment.
- Excellent written and verbal communication skills.
- Advanced problem-solving capability and ability to generate a collaborative, progressive work environment.
- Experience developing resourcing strategies, policies, tools and standard processes
- Proven success in managing and sourcing a variety of job requirements simultaneously.
- Experience in full-cycle recruiting, sourcing and employment branding
- Understanding of all selection methods and techniques
- Working knowledge of Applicant Tracking Systems (ATS) and databases
- Must have the excellent analytical, critical thinking, problem-solving skills, and judgment.
- Must have strong listening, consulting, facilitation, excellent communicator and presentation skills
